Autograph Letter Signed with initials, to an unidentified gentleman, evidently a minister, listing matters of concern to him in advance of a meeting later that evening.
2 pages 8vo in French with integral blank leaf, n.p. [Paris], 14 March 1831. 
Trans: “M. Périer, to whom I wished to entrust this project of reinstating the law of 10 Vendémiaire, has asked me to send it to you again. He was very tired. I am also sending you other ordonnances of which we spoke. I only object to the payment of these expenses by withdrawals from the secret funds which seem to me to be meant for other use. However, if there is no other way to deal with this, I will sign.
As to the navigation rights to be converted into tolls, I still believe this to be illegal in spite of the note, I think it impolitic and I will tell you why.

In the aftermath of Louis Philippe’s accession as King of the French after the July Revolution of 1830, the restoration of order and the stability of the government were uppermost in his mind and that of the ministry. Continued unrest in France, revolution in Belgium and uneasiness with French affairs in other European nations required immediate and firm attention.
On 13 March 1831, the day before this letter, a new ministry was formed, headed by the energetic statesman, Casimir Périer.
The reinstatement of the law of 10 Vendémiaire was part of that restoration of order, presumably referring to the 1795 decree organizing the policing and administration of public order in the communes.
It is unclear whether the reference to tolls on rivers refers to events in France or across the border in Belgium, where a revolution against the Netherlands was raging. William I of the Netherlands retaliated by closing the Escaut, or Scheldt, river to the detriment of commerce in Antwerp. France had been represented at the London Conference in December 1830, which recognized Belgian independence, and in August 1831, Casimir Périer dispatched French troops to Belgium to defend the newly independent nation against the Dutch.
There are traces of mounting on the verso of the last, blank, leaf, but the letter is otherwise in excellent condition.

Export Licensing

Customers should be aware that all letters and documents over 50 years old require an export licence, which may delay delivery by anything from one to three weeks. Signed photographs are not subject to export licence regulations, and can be sent immediately.

There is no charge for the export licence and I will take care of the application, the only inconvenience to you will be the delay.

Telephone sales orders

Items may be purchased by phone. Please contact me using the website Contact Form and I will call you within 48 hours to discuss your requirements. Payment for purchases ordered by phone can be paid upon receipt of the invoice and must be paid within 7 days. Phone orders can be paid by cheque (in pounds sterling only) or bank transfer.

Items will be reserved for one week following the order confirmation and will be dispatched either within 7 days after full payment has been received, or after any required export licenses have been granted.

Returns Policy

Should you be in any way dissatisfied with your purchase, items may be returned within six weeks of delivery and a full refund will be made upon receipt of the returned item.
