  • £950.00

GEORGE IV (1762-1830)

Document Signed (“George PR”) as Prince Regent “In the Name and on Behalf of His Majesty” [George III], addressed to the Lord Chancellor Lord Eldon, requiring him to affix the Great Seal to “an Instrument . . . containing a Full Power to . . . Sir Robert Liston . . . His Majesty’s Ambassador Extraordinary and Plenipotentiary to Our Good Brother and Cousin the Ottoman Emperor [Mahmoud II], authorizing him to sign a Convention for the Cession to the Sublime Porte of the Fortress and Territory of Parga in the Province of Albania.
1½ pages folio, with Royal paper seal, signed at the head by the Prince Regent and countersigned at the end by the Foreign Secretary Lord Castlereagh. A copy of the Full Power, 2 pages folio, is attached with the original indigo silk ribbon.
Carlton House, 25 March 1818.
Parga, situated on the Ionian Sea coast, very close to the Greek-Albanian border was at various times in its history under the control of the Byzantine Empire, Venice, France, the Ottoman Empire and Britain. In 1819, Britain signed a treaty ceding it to the Ottoman Empire. Parga was to remain under Ottoman rule until 1913 when it became part of Greece.
The population of Parga altered over time with these changes, and eventually included a mixture of Albanian, Turkish and Greek inhabitants.
Sir Robert Liston, an experienced diplomat, had already served as ambassador extraordinary and plenipotentiary at Constantinople from 1793 to 1796, and returned there in 1811 when Britain resumed diplomatic relations with the Ottoman Empire.
